The decision to give the tenant consent rests with the landlord. The decision to give consent for what is a reasonable request should be on the basis that the tenant agrees to only use a reasonable number of commercially made picture hooks appropriate for the purpose and to make good at the end of the tenancy or be liable for the reasonable costs of making good, any unreasonable damage or marks or holes caused by such fixings or their removal.
