No – If the tenancy is for 6 months or longer and the tenant is paying the water bill, they have a right to be charged for the water on the basis of what they use. This means they have a right to have a meter installed free of charge, unless it’s not practical or is unreasonably expensive to do this.
Also, having a water meter could help cut water bills.
