The person named on the energy bill has the right to decide whether or not they install a new power meter. Therefore, a tenant does not need a landlord’s consent if they pay the bill. If the landlord’s name is on the energy bill, the tenant would need to obtain the landlords consent.

The tenancy agreement will usually not allow the tenant to have or allow a key meter to be installed or any other meter which is operated by the insertion of coins, or a pre-paid card, or key, without the prior written consent of the landlord or his agent which will not be unreasonably withheld. If such consent were granted the tenant may be obliged to replace the original meter (or similar style) at the end of the tenancy.
