No – you should expect the property is returned to the same standard and the tenancy agreement will typically stipulate that the tenant agrees to deliver up the property to the landlord at the end of the tenancy in the same good and clean state of repair condition and decoration as they were in at the commencement of the tenancy, fair wear and tear and accidental damage by fire excepted.
The word ‘professionally’ implies there is a contract with a professional who would be paid for a contract of work. Section 1 of the Tenant Fees Act 2019 defines prohibitions by the landlord which include not requiring a tenant to make a payment to a third party or to enter into a contract with a third party for the provision of a service.
Page 21 of the Tenant Fees Act 2019: Guidance for landlords and agents asks a similar question:
Q. Can I charge a tenant for a professional clean at the end of a tenancy?
No. You cannot require a tenant to pay for a professional clean when they check-out.
The same guidance goes on to state ‘You may request that a property is cleaned to a professional standard’.
